Player Leadership

Leadership truly begins with the player in the 16th Fleet.

Persons participating in our games are expected to treat others with dignity and respect at all times. All players are expected to be active participants in the game that they have joined. This means that the player agrees to post under the agreed upon posting schedule of their group and will follow the posting format for their game. Players will post a minimum of two paragraphs with their posts, excluding tags, which can be quick responses of just a sentence if necessary. Players may also develop side stories that run parallel to the main plot of the group.

Players are expected to create an original character and this character is considered the property of their writer. Characters will be appropriate for inclusion in our game and must be of a reasonable nature. Characters belonging to a canon race must follow the characteristics of that race and cannot be of a race that is considered a threat to the Federation without the permission of the Game Master. Original species are permitted as long as they meet the above criteria and their abilities are believable (i.e. they do not possess characteristics that could be perceived as superpowered). A player may participate in more than one game that is a member of the 16th Fleet and may hold the same role in multiple groups.

All players are guaranteed the rank of Ensign upon the approval of their character unless the character is designed to be enlisted crewmember. Players may be assigned a rank or promoted at the discretion of the Game Master of the group they have joined. Promotions above the rank of Commander will be discussed with the Fleet Commander.

All players have the right to request a leave of absence from the game if needed once approved as a player. Players may request Leave through their Game Master. Players may also request permission to transfer to another game if they feel the need to do so.

Players agree when they join that they will not be disruptive to their game or the organization. A player will not attack another player nor will any form of harassment of others be tolerated. As part of this a player will not attack their game nor will they endanger the well-being of their game. This is a group of equality, of positivity, and we will strive to develop an environment conducive to that.

No player will intentionally act to damage the reputation of the game or the 16th Fleet itself. If a player directly observes another player attempting to disrupt the operations of the game or the 16th Fleet it will be reported immediately to the player’s Game Manager or the Fleet Commander for investigation. If a complaint is substantiated the player may be removed from the group. No player will receive financial compensation for membership.

A player may choose to leave the group at any time. A player should inform the Game Manager of this decision via email. Unless they player was proven to be disruptive, the player may apply to return to the group at a later date unless otherwise indicated by the Game Managers. The group reserves the right to dismiss any player as needed.

All players have an equal voice in our game and are encouraged to speak their mind during discussions. Each player is invited to attend our Monthly Membership Meeting where issues of importance that affect the entire group will be discussed. This meeting is optional to attend; however, true decision making is employed at these meetings and choices are made that affect group operations.

This is, in the end, an organization designed to be a safe place for all players to be part of and all players are encouraged to help us build a stronger game where we are free to game.

Game Leadership

Leadership over individual games is handled by the Game Manager. This person, typically ranked as a Captain, oversees all operations of their game and will make decisions to enhance that game to make it the best that it can be. As part of this each Game Master has specific responsibilities that they must remain aware of.

A Game Manager is considered the authority on his or her game. The Game Manager will oversee the operations of the game and will work to ensure that all participants have the opportunity to be actively involved with the game and its story. The Game Manager may also appoint additional Game Masters for the game to help with administrative needs of the game. The Game Manager will initiate the storyline and will ensure that the narrative progresses appropriately. The Game Manager will also encourage players to develop side stories that help to further develop their character and story. The Game Manager should summarize the monthly events in the game in the form of a Game Manager’s Log that will be shared on the website of the 16th Fleet. At no time may a Game Manager promote his or herself above the rank of Captain or the equivalent of the rank of Captain.

A Game Manager will work to recruit for his/her game. The Game Manager will develop advertisements and will post them in appropriate recruitment sites. The Game Manager will select candidates from applicants and has the right to approve or deny membership requests. The Game Manager may also deny requests for membership forwarded by the Fleet Commander from the general applicant pool. The Game Manager may assign ranks and promote players up to and including the rank of Commander.

A Game Manager will work with his/her Executive Officer to help cultivate skills to become a Commanding Officer should a position become available. The Game Manager may choose to transfer control over storyline portions to the Executive Officer to help with skills development, but should not place the XO in full control over the game unless the Game Manager is away for a defined period. In an emergency temporary command can be transferred to the XO if necessary.

The Game Manager will work with players to develop a positive and rewarding roleplaying experience. The Game Manager may choose to reward players for unique contributions and will be able to nominate players for the player of the year award. Special contributions should also be addressed in the monthly Game Manager’s Log. The Game Manager will work to resolve any morale issue and may choose to bring in other Game Masters or the Fleet Commander if needed to try to resolve a problem. Each Game Master will also attend and encourage his/her players to attend the general membership meeting that is available to all participants in the 16th Fleet.

The Game Manager will address any complaint received within 48 hours and is responsible for the discipline of the game under his/her command. In the event that the situation requires the assistance of the Fleet Commander the Game Master will connect with the Fleet Commander to advise of the situation. The Fleet Commander will only step in without being requested if the complaint would disrupt operations of the entire 16th Fleet. The Game Manager may choose to remove any player for failure to meet game standards. Summarily, the administration of the 16th Fleet reserves the right to also remove a Game Manager for failure to maintain the standards of the organization. All Game Managers will participate in the Game Manager’s Leadership Forum of the 16th Fleet.

A Game Manager may choose to resign from his/her command by forwarding a notification to the Fleet Commander. The notification will include the reason for the resignation and a plan to effectively deactivate the game. The Game Manager may retract their resignation for up to 7 days following its submission. In the event that hosting is provided for the game by the 16th Fleet it cannot be guaranteed that the game will be allowed to maintain that hosting if it chooses to continue outside of membership with the 16th Fleet.

Fleet Leadership

For most decisions the 16th Fleet is a truly democratic organization in which each player has an equal opportunity to be involved in the decision making process; nonetheless, for some matters, this can be considered impractical. For this reason the 16th Fleet has created the position of Fleet Commander to handle the routine, day to day, operations of the organization, and implemented a Fleet Leadership Council consisting of all Game Managers.

The Fleet Leadership Council, also known as the Moderator Council, is a group consisting of all Game Managers presiding over a member game of the 16th Fleet. These players participate in a closed discussion group where matters can be brought to the attention of the Fleet Commander for discussion. Upcoming items of discussion can be brought before the Leadership Council for consideration before being brought to the entire group for discussion. As needed the Fleet Commander will generate a discussion involving the Leadership Council regarding a matter and will call upon the Moderator Council to make the decision regarding the action. These polls are conducted on the closed Moderator Council Message Board with the decision results being posted at their conclusion. These decisions are considered binding decisions. The Leadership Council may also begin the process to remove a player, including another Game Master, as needed in the event that the safety of the organization is at risk. Members of the Leadership Council may also be called upon for increased responsibility in day to day operations as needed by the Fleet Commander.

The Fleet Commander works to ensure that the needs of the group are being met. This member’s first responsibility is to the group membership as a whole and will work with them to develop a positive gaming environment. The Fleet Commander is responsible for administrating the Membership Meeting and the development of an appropriate agenda of discussion. If a matter is of importance that impacts all players of the group the Fleet Commander will bring the discussion to the players, traditionally through the Discord or Fleet Group platform, for consideration. In some instances where this may be impractical the Fleet Commander may act in order to resolve the issue so long as the best interests of the group as a whole were the driving factor.

The Fleet Commander is tasked with ensuring that the group rules are being followed and for fairness in decision making. Through this the Fleet Commander works closely not only with players but also with the Game Managers to ensure that player needs are being met. The Fleet Commander may be called in to assist with issues of severity that arise during operations and can make decisions related to discipline in the event that the entire group is at risk due to an action taken by a player. The Fleet Commander has the authority to remove any player from the group if he/she has taken an action that could be seen as damaging to the 16th Fleet and its members. The Fleet Commander may involve the Fleet Leadership Council in these decisions or may remove the player on his or her volition so long as a conflict of interest does not exist. In instances where a conflict may exist the Fleet Commander will defer the decision to the Fleet Leadership Council.

The Fleet Commander will work to develop connections between our group and other organizations in the roleplaying community. The Fleet Commander will develop relationships with other fleets as part of these responsibilities and will oversee general recruitment objectives for the group as a whole. Through this, the Fleet Commander can make arrangements to bring new, existing groups into the 16th Fleet. The Fleet Commander can appoint players to assist in these operations as needed so long as it is in the interest of effective group administration.
